Dear Perrins,

Before sending you the draft despatch to

Hongkong &bout Nemazi, I had consulted Grindle as to

whether the Governor should again be instructed to

withhold travelling facilities from members of the

Nemuzi firm. after discussion, we felt that, having

regard to the absence of any proof to controvert the

claim that the Hongkong firm have gone out of the

the opium business &s & result of the passing of 1924

Hongkong Ordinance and the issue of the Fersian Gulf

Regulations it would be difficult how to justify the

denial of travelling facilities (which may be required

for the ordinary legitimate business of the firm) on

mere suspicion that Nemuzi may be doing what his son

is able to do openly and lawfully under another British

administration.

More over if Nemazi were determined to traffic

in opium it seems certain that, even if he und members
